This location could work, but yes, you will need some type of drain or way to block excess water from running into and out of the pond. Here are a few ideas that will hopefully help you out:
-You could actually raise the height of the pond by building a semi-raised pool.
-Redirect the water by building earth berms or digging swales (ditches). Berms should be twice as wide as they are deep. Swales should be deep enough to take care of the runoff water during the storm as well as have an even bottom so the water doesn't collect. Both can be planted with grass or shrubs to help make them look nicer.
-You can combine a couple options: dig a small swale at the top of the slope and then build a wall behind it with rocks or stone. This will help block and redirect the water so that it will run around the pond and not into it.

If you still need help or suggestions, consider investing in a water gardening book that illustrates step-by-step instructions for dealing with this and other frequent problems. Ortho's All About Water Gardening or Taylor's Weekend Gardening Guides Water Gardens are both great selections.

I've laid out a 9' x 18' oval for a pond that is on a slope which drops 12.5 inches over the 9 foot width down hill. Would putting an earthern bank (like a farm pond) work here? And won't I need a spillway from the pond or a French drain above it to catch water before it overflows the pond? Or is this terrain simply not suitable.
Thanks for ideas.

I bought several rain chains for my house last year, and I love them! They sound nice in the wind, and they create an artistic solution to ugly waterfall down my gutter.
I actually bought one of these about 6 months ago and mine has a little guy that either wears a scarf or coat or just a tee shirt when the weather is a certain temperature and it really helps when I'm getting ready for work to not have to worry about the weather. My little man already has it figured out!!
